New York, February 10, 2015 -- In the fourth quarter of 2014, upgrades for US public finance rating revisions outpaced downgrades for the first time since 2008, Moody's Investor Service says in a new report, "Upgrades Lead Q4 Rating Activity, First Since 2008." For the full year, there were 564 downgrades and 360 upgrades in public finance, as approximately 7% of total public finance ratings experienced a change in 2014
