Northwest Territories -- Moody's sees increased operating pressures in Northwest Territories' 2015-16 budget

Toronto, February 06, 2015 -- Yesterday the government of the Northwest Territories (Aa1 stable) released its 2015-16 budget and revised estimates for 2014-15. The budget forecasts a small operating surplus of CAD147 million in 2015-16 (CAD109 million in 2014-15) and headroom under the CAD800 million territorial borrowing limit of around CAD86 million in 2015-16 (CAD70 million in 2014-15). Expected short-term improvements are modest and mask the challenge of generating operating surpluses in future years despite increasing operating pressures as well as limited headroom under the borrowing limit to absorb unexpected expenditures.
