C-Lock Technology, Inc. Selected by Eastern European Group to Develop a GHG Management Information System and Carbon Measurement Business

C-Lock Technology Inc., a subsidiary of Evergreen Energy Inc. (NYSE Arca: EEE) and Crowley-Shindler Management LLC, a unit of The Crowley Group, have signed an agreement for the Eastern European deployment of C-Lock’s™ globally-patented GreenCert™ software, which measures greenhouse gas (GHG) and is built on IBM Websphere portal-based software.

The contract calls for 14 energy plant pilot projects to include two full-scale C-Lock deployments with a minimum payment to C-Lock of $12.5 million.

The Crowley Group has developed Eastern European technology businesses since 1990, with a focus on technology-based infrastructure. During the past 25 years, it has executed $4.5 billion in projects and in the past 23 years, it has owned and operated more than 30 wireless telecommunications technology and infrastructure businesses in the U.S., Europe and Latin America. The Crowley Group will initially target the power generation and agriculture sectors in Poland before expanding to the rest of Eastern Europe. It is already in advanced negotiations for pilot GreenCert projects at a major Polish power plant and with a major Polish landowner. In early December, C-Lock announced the general availability status of GreenCert software products for the power generation and agriculture sectors, two of the largest sources of greenhouse gas.

The power generation sector holds tremendous market potential for the synergies of C-Lock and Crowley-Shindler. This is particularly true in Poland, where the energy sector contributes to 72 percent of Poland’s GHG emissions because 95 percent of its electric generation is coal-based.

According to Point Carbon, the global carbon market grew 80 percent year-on-year to €40 billion by the end of 2007, with 60 percent of the trading due to the European Union Emissions Trading Scheme (EU ETS). According to New Carbon Finance, the average price of carbon on the world’s carbon markets is expected to increase to $49 a ton during the next 12 years, with the EU expected to have the largest increase.

Made available initially for the power generation and agriculture sectors, future GreenCert software modules are expected to be available for the transportation, financial and renewable energy sectors along with other public and private institutions such as accounting firms, carbon credit registries, research laboratories and government agencies with stakes in accurate greenhouse gas measurement.

In developing GreenCert, C-Lock teamed with IBM and Enterprise Information Management, Inc. (EIM), an IBM Premier Business partner. Jim Bitonti, president of C-Lock, praised the leverage of the C-Lock/IBM/EIM collaboration, noting, "IBM Corporate has dedicated significant technical, sales and marketing resources to further the success of GreenCert, making it ideally suited to solving the massive carbon information management systems challenge globally.”
