Cubic Assists with U.S. Government Tsunami Relief Effort

    Business Editors

SAN DIEGO--(BUSINESS WIRE)--Jan. 5, 2005--Cubic Corporation (AMEX:CUB) today described the involvement of its defense segment in supporting the United States military's tsunami relief efforts.
"Almost all Cubic employees in Hawaii are now working either directly or indirectly in support of Pacific Command's humanitarian assistance and disaster relief efforts in Asia," said Jim Balentine, senior vice president of Cubic's Mission Support Business Unit, part of the Cubic Defense Applications group.
Cubic has approximately 65 employees at Headquarters, U.S. Pacific Command (USPACOM) in Hawaii, the command responsible for coordinating the U.S. military disaster relief efforts. Twenty employees cut short their holiday vacations to return to work. Many have been working 12- to 14-hour shifts every day for the past week, alongside their active-duty and reserve military counterparts and other defense contractors supporting the crisis response.
These Cubic employees' efforts are supported and coordinated by Cubic's Information Operations Division (IOD), located in San Diego, which has ongoing contracts with USPACOM. Cubic normally supports USPACOM by operating and providing content for international information-sharing and collaboration web sites for the command, as well as conducting open-source and other intelligence research and analysis, and providing current and future operations planning support.
IOD and other Cubic personnel also provide computer-based simulation training, mission rehearsal training and command staff augmentation support to the U.S. Navy and Marine Corps.
Al Sargeant, vice president of Information Operations, said Cubic's Hawaiian team is accustomed to a 24/7 schedule when the customer has special requirements. For instance, the team provided round-the-clock assistance to USPACOM immediately following the Sept. 11 terrorist attack.
"Over the years, Cubic employees in Hawaii have helped the U.S. government in responding to many international disasters, including floods, fires, typhoons and earthquakes," Sargeant said. "We do some of the advance legwork and planning for the military, freeing key military personnel to concentrate on getting to the disaster area and performing their mission in a timely fashion. We also provide electronic forums for information-sharing and collaboration, which allows more rapid and effective communication. However, no one has ever worked on a disaster of this magnitude."

Specific current efforts of the Hawaii team include:

-- Cubic's Multinational Planning and Augmentation Team (MPAT) is working on the ground in Thailand for up to 45 days. MPAT is a unique multinational collaborative team that has spent the last five years training with a cadre of international staff officers from 30 countries throughout Asia and developing a set of common operational procedures to respond to crises such as this relief effort. This is the first operational deployment for the team, which will focus its effort on coordinating the multinational response for the forward-deployed headquarters.

-- Cubic's Virtual Information Center (VIC) team is also providing 7-day-a-week support. One of the biggest challenges for the affected nations, the humanitarian community and the regional military response is getting timely and accurate information. The VIC is supporting ongoing efforts with individuals working in shifts to provide timely and complete information support to USPACOM and its committed forces.

-- Cubic's Asia-Pacific Area Network (APAN) team is coordinating information and activities with U.S. agencies and international and non-governmental agencies. Part of this effort includes developing an information exchange web site to support the multi-agency and multinational response to the crisis.

-- Cubic senior consultants and senior military analysts are working day and night shifts in the Joint Interagency Coordination Group, collaborating with USPACOM's Center of Excellence for Disaster Management and Humanitarian Assistance. Cubic senior analysts are also working around the clock in direct support of the strategic planning for movement of personnel and disaster relief material into the affected regions.

-- The Cubic Virtual Analysis Center (CVAC) in downtown Honolulu is providing specialized reports to support the Joint Intelligence Center Pacific effort.

Cubic's Information Operations Division is part of the Mission Support Business Unit of the Cubic Defense Applications group (CDA). CDA provides realistic combat training systems for military forces, as well as mission support services for training and exercises, modeling and simulation, force modernization, leadership development, educational services, curriculum design and development, web-based learning solutions, and operations and maintenance services. The group also supplies products and systems for C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) applications, search and rescue avionics and radio communications for military and civil markets. The corporation's other major segment, Cubic Transportation Systems, designs and manufactures automatic fare collection systems for public mass transit authorities.
