Pennsylvania County Completes Lawson Human Resources Implementation
Pennsylvania County Completes Lawson Human Resources Implementation Cumberland County Completes Phase Two of Multi-Phase Implementation Designed to Improve Service to Constituents While Reducing Administrative Costs
The latest Lawson Software (Nasdaq:LWSN) applications are helping Cumberland County, Pa., automate key HR processes, including payroll and benefits enrollment, for improved data accuracy, reporting and operational efficiency. The county went live on Lawson's Human Resources Suite during Lawson's third quarter fiscal 2005. For the project, Lawson partnered with Answerthink, Inc. (Nasdaq:ANSR), to incorporate certified best practices from the knowledge base of The Hackett Group, an Answerthink company.
Cumberland County, which has more than 215,000 residents, provides a wide range of public services through its 55 operating departments, including transportation, child welfare, public safety and general government administration.
The Lawson system replaces Cumberland County's 18-year-old legacy HR system. This is phase two of the county's multi-phase plan to streamline and standardize its core operational processes. In early 2004, the county completed phase one, consolidating its financial and purchasing processes on one integrated ERP system by implementing Lawson Series 8 Financials and Procurement. The new HR system integrates with these applications to facilitate information sharing across county departments and other government agencies.
"We replaced the county's entire financial central nervous system, and the result is a platform that will help us operate more efficiently," said Al Whitcomb, Cumberland County controller. "The Lawson system has streamlined our payroll and HR processes so specific actions and events automatically trigger critical tasks. This will potentially save us valuable time and money."
The system is enabling the county to automate key HR administrative tasks and eliminate paper-intensive processes, such as payment adjustments and benefits enrollment for its 1,240 employees. County employees also will have online access to their personal HR information, including vacation time accruals and benefits information. This helps to increase HR staff productivity by reducing time spent responding to inquiries for benefits and payroll-related information.
The new HR system also offers customized reporting options to meet regulatory reporting requirements. The reporting capabilities also allow the county to print more detailed information on each employee check. According to Terry Kline, Cumberland County ERP project manager, this reduces administrative costs and provides more timely and accurate information, enabling the county to improve the way it operates and serves constituents.
The HR implementation team included 22 county employees with a core five-person ERP team. The project team also included employees from the county controller's office, the finance office and the HR department to ensure cross-departmental functionality and support.
Cumberland County expects to complete phase three of its multi-phase implementation, which includes Lawson's Employee and Manager Self-Service application, in the second quarter of 2005. This application will help to bolster the county's efforts to improve internal efficiencies and cost effectiveness by providing employees with more timely access to critical HR and pay information.
